Alvarez Guedes dies at the age of 86




I am very sad to say that Alvarez Guedes died today at the age of 86. Mr. Guedes was an icon to many generations of Cubans. I remember vividly while growing up listening to his records with my family and laughing so hard that it hurt! He like no other through his humor showed the world the Cuban culture, and our own unique way of expressing ourselves. He thrived here in the United States, but NEVER forgot his roots. It's very sad that Mr. Guedes never got to see a FREE Cuba!

Hip-hop artist Jay-Z has reportedly joined the boycott of Florida over the state's controversial "stand your ground" law.

We respect his concerns.

However, it seems particularly hypocritical for Jay-Z to promote a boycott of democratic Florida , but have no problem vacationing in totalitarian Cuba .

As we all know, Cuba's police-state practices a unilateral "stand your ground" on steroids -- meaning if you even think contrary to the Castro regime, they can beat you, imprison you and kill you.

But why let that impede a "salsa and mojito" tour -- courtesy of the Obama Administration's so called "people-to-people" trips.

Clearly, the deaths of Cuban democracy leaders Orlando Zapata Tamayo, Laura Pollan and Oswaldo Paya, mean nothing to Jay-Z.

Neither do the violent beatings and abuses against Cuba 's Ladies in White and Afro-Cuban democracy activists.

And remember Angel Yunier Remon?

The Cuban rapper know as "El Critico," who was in a prison cell (for his critical lyrics) during Jay-Z's April vacation to Havana ?

He's still there, no charges filed, no trial, nothing.

But why let any of this stop a good party in Havana (courtesy of the Castro regime).

'Cuba Admits to Sending Weapons to North Korea"

Cuba’s Foreign Ministry on Wednesday confirmed that it sent missiles and other military equipment to North Korea aboard a ship that was seized by Panamanian government authorities.
In a statement, the Cuban ministry said the ship, the Chong Chon Gang, and its 35-member crew were detained.
“The Ministry of Foreign Affairs wishes to inform that said vessel sailed from a Cuban port to the Democratic People’s Republic of Korea, mainly loaded with 10,000 tons of sugar,” the statement said.
The military equipment included 240 metric tons of “obsolete defensive weapons,” including two anti-aircraft “complexes.”
The air defenses were descrsibed as “Volga,” the export version of the Soviet-era SA-2 surface-to-air missile systems, and the “Pechora,” the expert version of the SA-3.
Nine missiles, two Mig-21 aircraft, and 15 motors for the jet were included “to be repaired and returned to Cuba,” the statement said.
“The agreements subscribed by Cuba in this field are supported by the need to maintain our defensive capacity in order to preserve national sovereignty,” the statement said.
U.S. officials said the shipmenet violates U.N. Security Council resolutions that prohibit arms shipments to North Korea. The sanctions were imposed on North Korea for its nuclear and missile tests.
The military goods were seized Friday as the ship approached the Atlantic entrance to the Panama Canal.
Panamanian authorities said the ship was suspected of carrying illegal drugs and was boarded and searched.
The crew resisted and the captain tried to commit suicide, raising suspicions about the cargo.
Military specialists said the shipment highlighted covert military cooperation between the two communist states and raised new worries that Cuba may be shopping for North Korean ballistic missiles.
North Korea exports three variants of the short-range Scud missiles and the medium-range Nodong missile.
North Korea also has nuclear weapons and is believed to be working on developing a nuclear warhead for its missiles.
Cuba was the location of a major Cold War confrontation between the United States and Soviet Union in 1962 when Moscow imported medium-range and intermediate range missiles.
The Cuban missile crisis brought the two states to the brink of nuclear war and ended when the Soviet Union agreed to withdraw the missiles.
Sharon Squassoni, director of the Proliferation Prevention Program at the Center for Strategic and International Studies, said the North Korea-Cuba affair “highlights the propensity for outlaw states to collaborate where they can.”
Squassoni also said the shipment “violates U.N. Security Council resolutions banning imports and exports of military goods to and from North Korea.”
Panamanian President Ricardo Martinelli announced late Monday that “the world needs to sit up and take note: you cannot go around shipping undeclared weapons of war through the Panama Canal.”

CUBA: THE TUGBOAT MASSACRE OF JULY 13, 1994

In 1994, popular dissatisfaction with the Castro regime had deepened as Cuba endured a severe economic crisis amidst continued repression. Although the country‟s laws forbid citizens from leaving without government authorization and punishes violations with years of prison,1 attempts to escape by any means had been growing exponentially.

On July 13, 1994, at around three in the morning under the cover of darkness, around seventy men, women, and children2 boarded the recently renovated tugboat "13 de Marzo."3 They planned to escape the island by making the ninety-mile journey across the Straits of Florida, hoping to reach freedom in the United States. Many also sought the means to send help back to the family they were leaving behind.

Eduardo Suárez Esquivel (Eddy), a computer engineer who had attempted unsuccessfully to flee on several occasions, came up with the idea. Obsessed with the idea of finding a way out of Cuba, he convinced his brother in law, Fidencio Ramel Prieto, to take the tugboat and serve as skipper. Ramel, who was in charge of operations at the Port of Havana, served as one of its Communist Party secretaries and had twenty-five years of commendable service at the port. This gave him access to the tugboat, which belonged to the state enterprise Empresa de Servicios Marítimos. With all vessels in Cuba under government ownership and tightly controlled to prevent escapes, this access was no small feat. Raúl Muñoz, a friend and fellow port worker who had been harbor pilot of the "13 de Marzo" and was now the pilot for another tugboat, was recruited to pilot the tugboat for the escape. Several more men joined in to develop the plot.

The plan included numerous family members and close friends. Only Ramel had the entire list of the approximately fifty two passengers who were to go on the journey. The organizers were divided into
groups and each had a leader. Each leader was in charge of getting his respective group to the pier on the designated day. To keep maximum secrecy, the children were told they were going on an excursion.

On three previous occasions, a date had been chosen, but the escape had been aborted when insiders working at the port announced unexpected security measures deemed unfavorable. Unbeknownst to them, government authorities had been receiving information of the plan, in all probability by infiltrators. The spies are suspected to have been part of the actual planning group -in fact two did not show up for the departure. But, the information may have leaked out to spies through relatives who knew of the plot.

On the designated date, the group quietly boarded the tugboat in the middle of the night and the motors were started. Unexpectedly, people who were not on the list showed up, a few others who were to come did not. It was 3:15 A.M. when they began to make their way out of Havana‟s harbor. Immediately, a tugboat belonging to the same state enterprise initiated a chase.

The pursuing vessel first tried to drive the “13 de Marzo” into a dock. When that proved unsuccessful, it rammed it, attempting to push it towards the reefs by the mouth of the harbor near the Morro Castle.4 As its crew maneuvered skillfully, the “13 de Marzo” avoided the attacks and kept sailing forward. People at nearby piers and at the Malecón, Havana‟s seawall, witnessed the attack and were yelling to let them go.

Just as the “13 de Marzo” cleared the harbor, two other tugboats that had been waiting for them in the dark, joined the chase. With their water cannons, they started spraying high pressure jets at the escaping vessel. The wooden “13 de Marzo” was now being hounded by three modern, larger, and heavier tugboats made of steel –the “Polargo 2,” “Polargo 3,” and “Polargo 5.” They were respectively commandeered by Jesús Martínez Machín, a man named David, and one called Arístides.

As the “13 de Marzo” sailed ahead, the pursuing tugboats kept spraying high-pressure water and getting in its way to make it stop. After around forty-five minutes, when the “13 de Marzo” had reached approximately seven miles out to sea, the pursuing tugboats began ramming it. Although the “13 de Marzo” had stopped and signaled its willingness to surrender and turn back, the relentless attack continued. The pilot of the “13 de Marzo” attempted to radio an SOS, but the pounding water had damaged the electrical equipment. A vessel belonging to the Cuban Coast Guard had arrived on the scene, a Soviet-built cutter referred to as "Griffin."5 But, it stayed back, simply observing the spectacle.

The adults brought out the children on deck to see if this would deter the incessant jet streams and collisions. In desperation, parents held their children up in the air and pleaded for their lives, putting them in front of the powerful reflector lights pointed at them. But, the attackers disregarded their cries and continued to bombard the powerless passengers with the high pressure water. The mighty streams scattered them all over deck, ripped clothing off, and tore children from their parents‟ arms. Some were swept into the ocean immediately.

In a frantic attempt to find safety, some passengers went below deck to the cargo hold and the machine room, many carrying children. The "13 de Marzo" was now taking in water from the incessant ramming.

Although it had stopped its engine, the “Polargo 5” rammed it decisively one last time and it began to sink. The doors to the machine room and cargo hold were blocked by the water. With the passengers pinned down, they desperately pounded on the walls and ceilings as the children wailed in horror. Frantically, Raúl, the pilot, tried unsuccessfully to open the trap door on deck as it was quickly filling up with water. Unable to make it budge, silence soon took over. Those trapped below had all drowned.

It was around 4:50 A.M. when the tugboat sank seven miles northeast of Havana harbor. Panic gripped the stunned survivors. Mothers tried to hold on to their children to prevent them from drowning, screaming for husbands and other relatives to help. They all clung to life in high seas in the dark of night. Many floated atop a large refrigeration box, others hung onto anything that floated by or simply treaded water.

The three boats then began circling the survivors, creating wave turbulence and eddies for around forty-five minutes. It was obvious they wanted to make sure no one would be left alive to bear witness to the horror. María Victoria García, who lost her ten-year old son, husband, and many other close family members later related: “After nearly an hour of battling in the open sea, the boat circled round the survivors, creating a whirlpool so that we would drown. Many disappeared into the seas... We asked them to save us, but they just laughed." One of the tugboats attempted to run over the floating refrigeration box holding many survivors. Fortunately, it was unsuccessful.

All of a sudden, the attackers stopped and the tugboat crews told survivors to swim toward the Cuban Coast Guard ships on the scene. Once on board, they noticed that a merchant ship with a Greek flag was close by, approaching Havana harbor. Survivors believe this is was what made the attackers stop unexpectedly. Several Coast Guard vessels then moved in to rescue those who were left.

The exhausted groups of rescued passengers were kept at high seas almost until around 11A.M. When the order was received, they were all taken to a Naval Base at Jaimanitas, near Havana, where many high-ranking members of the military had gathered. The men were put into one cell and left there. The women and children were put it another cell, where they were interrogated. Early that evening the women and children were sent home and the men were taken to Villa Marista, Havana‟s State Security headquarters. Some were kept in detention several weeks and released to domiciliary detention. Two were kept for eight months. They were all given psychotropic drugs, visited by psychologists, and subjected to interrogations at all hours with the purpose of making them relay the story as an accident.

Reports of the number of victims varied from the start. Because some who were supposed to make the journey did not show up while many others unexpectedly joined in, the exact number who boarded and of those who perished remains uncertain. Finally, only thirty seven people, individually identified, were confirmed missing by their grieving families and the thirty one survivors. Many were related; most came from four neighborhoods of greater Havana -Cotorro, Guanabacoa, Marianao, and Arroyo Naranjo. Four more persons may have perished if, in fact, seventy-two passengers boarded, but they remain unidentified.

Despite intimidation and harassment, many survivors immediately denounced the premeditated ramming of the “13 de Marzo” and the deliberate aggression against them while they were unarmed and in no position to seriously resist capture. They recounted how the pursuers appeared to be taking orders from the Cuban Coast Guard cutter and that, at one point, a helicopter had flown over the scene.

The escapees never imagined their lives had been in danger. Even Ramel‟s son, who worked for State Security6 and survived, reported never thinking they would suffer more than imprisonment if they were stopped. Unknowingly, however, they were taking a much larger risk than they had bargained for. Earlier that year, on April 28th, the tugboat “Polar 12” had been commandeered in Havana harbor and taken to Key West, Florida, with sixty-eight persons on board. On June 17th another tugboat, "The Mar Azul," had also been taken to Florida with seventy-four persons on board. Reportedly, both tugboats had been pursued by Cuba‟s Coast Guard, rammed by its vessels in international waters, and attacked with machine guns even though they carried many women and children as passengers. Because information in Cuba is tightly controlled and all media is owned by the government, these incidents were unknown on the island.

The Cuban government reported that thirty-two people drowned and thirty one were rescued, but a list of victims was not provided. No bodies were returned to their families for burial and, if any were recovered, their location remains unknown. In fact, the authorities expressly refused to conduct search operations for the bodies. At State Security headquarters, agents mocked desperate relatives seeking bodies and told them that their loved ones were nothing more than “counter-revolutionary dogs.”

When news reached the outside world, Rafael Dausá, the head of the Cuban Interests Section in Washington, declared that survivors‟ accounts were “science fiction” and blamed the incident on the “thieves who stole the boat.” Granma –government newspaper and organ of the Communist Party- published the official version of the events - that the three pursuing vessels “had attempted to intercept the “13 de Marzo” and the maneuvers undertaken to that effect had resulted in a regrettable accident that had made the boat sink.” In a subsequent story titled “Capsized tugboat robbed by anti-social elements,” Granma blamed the "irresponsible act of piracy” on counter-revolutionary radio stations of the “Miami nest of maggots” (referring to Cuban exiles) and on the United States‟ failure to abide by immigration agreements. A Granma editorial of July 23rd 1994 was titled “A bitter lesson for the irresponsible.” In a speech on July 26th, Raúl Castro, the head of Cuba‟s Armed Forces, insisted that the tugboat was destined to sink because it had not been seaworthy and praised the Cuban Coast Guard for trying to prevent that. Cuban radio stations, which are all government owned, repeated similar explanations. Finally, on August 5, 1994, in a three hour speech, Fidel Castro publicly praised the perpetrators for their exemplary behavior and patriotic acts and emphatically declared that they had no intentions to sink the boat.

Attempting to feed the cover-up, some of the imprisoned survivors were paraded in front of cameras to tout the government line and insist that the tragedy was their entire fault. Manipulated into apologizing publicly, they had, among other things, been told that the populace was ready to lynch them for killing so many children.


Apparently, the international community‟s reaction soon tempered the Cuban government‟s defiant tone. World leaders, including the Pope, made statements denouncing the deplorable incident and expressed condolences to the victims. Cuba‟s Ministries of Interior and of Foreign Relations promised an investigation. Unsurprisingly, it has never been heard of again. Subsequent attempts by family members of victims and human rights activists on the island to open judicial processes via official legal channels have been ignored. In fact, the head of the operation, tugboat pilot Jesús González Machín, is said to have received a "Hero of the Cuban Revolution" award from the government. Numerous reports by international organizations have condemned the massacre. On July of 1994, Amnesty International had called on the Cuban government to carry out an investigation of the incident and to bring justice if any government affiliate was involved. In 1997, Amnesty reported that there was sufficient evidence to indicate that it had been an official operation and that, if events occurred in the way described by several of the survivors, those who died were victims of extrajudicial execution. In June of 1995 the United Nations‟ Special Rapporteur on Cuba requested from the Cuban government an investigation and called for those responsible to be processed and the families of victims to be compensated. On October of 1996, the United Nations denounced the absence of an investigation. That same month, the Interamerican Commission on Human Rights of the Organization of American States (O.A.S.) released a Special Report declaring that the Cuban state was responsible for premeditated murder.

In June of 1995 the United Nations‟ Special Rapporteur on Cuba requested from the Cuban government an investigation and called for those responsible to be processed and the families of victims to be compensated. On October of 1996, the United Nations denounced the absence of an investigation. That same month, the Interamerican Commission on Human Rights of the Organization of American States (O.A.S.) released a Special Report declaring that the Cuban state was responsible for premeditated murder.


Over time, as more survivors and witnesses left the island and their accounts were pieced together, it became apparent that the Cuban government had planned the murder. It was evident that spied had been infiltrated who offered early and detailed knowledge of the preparations. Reportedly, once the plot was known, the decision had been made at the highest levels of government to not foil it by arresting the organizers or closing the entrance to Havana harbor. Instead, they would be allowed to steal the tugboat, so it could be sunk and an enduring lesson could be delivered to prevent further escapes from the island.

To cover up government involvement, only civilian vessels were employed in the attack and while only Coast Guard vessels rescued survivors. The O.A.S. report indicates that while this type of manipulation has been common Cuban government practice, “the attack against defenseless civilians was planned, orchestrated, and directed by the Communist Party and State Security with the direct participation of both.”

On the island, survivors and family members of those who died were initially denied information and put under constant surveillance. Many were dismissed from their jobs. They have continued to endure systematic harassment by the authorities. Over the years, all survivors except one have managed to go into exile, some in voyages by raft. All bear the marks of deep trauma, feelings of senseless loss, and a sense of outrageous injustice.

On the island, the Cuban government continues to imprison, threaten, and intimidate those who seek to peacefully protest the sinking and remember those who died, usually in small ceremonies on the anniversary of the attack. Government-organized mobs, the Rapid Response Brigades, habitually scream insults and hit participants.7 To prevent commemorative activities, members of political and human rights groups are arrested, mobs harass them and even intrude in their homes, and extensive police operations are mounted. Just this past February 27th 2007, five peaceful activists kept under arrest since the July 13, 2005 memorial were tried for public disorder. René Montes de Oca, Emilio Leiva, Lázaro Alonso, and Manuel Pérez Oria were sentenced to two years imprisonment and Roberto Guerra Pérez to one year and eight months. The defendants declared that they had merely attempted to render tribute to the tugboat victims and only screamed at attackers of the Rapid Response Brigade to not hit them while they formed a human chain to protect themselves.

What is perhaps the most puzzling aspect of this tragedy is that, as with similar cases in the past,8 it has been largely ignored by world media. As a result, international public opinion remains essentially unaware of the systematic attacks perpetrated by the Cuban government on defenseless civilians trying to flee Cuba. Sadly, many world governments, leaders, and celebrities shamelessly disregard the most basic standards of accountability for the Cuban government. The Castro regime continues to enjoy a free pass to trample on the most fundamental rights of its citizens, including the most precious -the right to life.

The Cuban government calls it a 'supplies booklet.' Cubans call it a 'rations booklet' or simply 'la libreta.'
Either way, half a century after its creation, the booklet has come to symbolise the epic failure of Cuba's agricultural sector and the communist government's stubborn insistence on an egalitarian subsidy for each and every one of its 11 million people.
The hundreds of state-run food stores that distribute the rations are marking their 50th anniversary on Friday, although the decree creating the system was issued in March 1962, at a time when US economic sanctions on Cuba were beginning to cause shortages of food, medicines and other supplies.
Cuban ruler Raul Castro two years ago called for an 'orderly' end to a system 'under which two generations of citizens have lived, this rationing system that despite its toxic egalitarian character offered all citizens access to basic food at laughable prices'.
Castro has been pushing a series of market-oriented reforms to drag his economy out of the doldrums, cutting back on subsidies and other public spending, slashing state payrolls and allowing more private enterprise.
The booklet in fact has been shrinking over the decades, and especially after the early 1990s, when Cuba lost its $US4 billion to $US6 billion a year subsidies from the Soviet Union and had to tighten its belt to the last notch.
Today, the government spends an estimated $US1 billion annually on the system - unique in the world for its level of detail and coverage - a huge number in a nation where the average official salary stands at less than $US20 a month.
With an agricultural sector all but stagnant after a half-century of central government controls, Cuba must now import up to 80 per cent of the food it consumes, fuelling an import bill estimated at more than $US1.5 billion per year.
Cubans pay less than $US2 for the items they receive under the ration card - an estimated 12 per cent of real value - a lifesaver for the poorest of the island's poor and a help to every man, woman and child regardless of their income.
Yet, the food rations last only about 10 days out of every month. For the rest of the time, Cubans must buy in markets where much higher prices are set by the laws of supply and demand.
Each Cuban is now supposed to receive a monthly ration of 3kg of rice, half a bottle of cooking oil, one sandwich-sized piece of bread per day plus small quantities of eggs, beans, chicken or fish, spaghetti, white and brown sugar and cooking gas.
Children get one litre of milk and some yoghurt, diabetics get special booklets for their diets and there are special rations for special occasions - cakes for birthdays, rum and beer for weddings, uniforms, pencils and notebooks for the start of the school year.
But not all those rations are always available each month, and the number of items and the size of the rations have been dropping for years.
Gone are potatoes, soap and toothpaste, salt, cigarettes and cigars and liquid detergent, among other items.
Today the booklet, printed on cheap paper that turns brown, is issued to each of Cuba's 3.6 million families and has 20 pages, compared to 28 pages in earlier years.
And while the rations account for only a small part of their consumption, Cubans say they fear that the total removal of the system will deliver a harsh blow to retirees whose fixed incomes average $US12 to $US14 a month.
One Cuban axiom holds that 'No one can live on the booklet, but there are a lot of people who can't live without the booklet'.
There has been talk in Havana of replacing the booklet of poor people with something like food stamps, but Castro has made it clear that he wants to eliminate the entire rationing system.
Rationing was introduced 'with an egalitarian intent in a time of shortages,' he declared in 2011. But with the passing of time, it has turned into 'an unbearable burden for the economy and a disincentive to work'.

A los exiliados les están ofreciendo que viajen a Cuba con bastantes dólares, que disfruten de la compañía de muchachitas hambreadas de 16 o 17 años, que resalten y se sientan como exitosos en medio de la miseria atroz de los de la isla. Lo que no incluye el paquete es que puedan disponer de los derechos que debería reconocérsele a todos los ciudadanos. No pueden llegar a Cuba y formar un partido para participar de la vida política del país. Tampoco organizar sindicatos de trabajadores independientes. Menos protestar por las políticas del gobierno aunque sean injustificadas. La esencia de los Castro es: traígame dinero que los dejare disfrutar mientras se acojan a la idea inmutable de que nosotros mandamos y somos los dueños de la casa.
¿Derecho a votar en las elecciones, a postularse a un cargo político, a cuestionar lo que esté mal, a invertir en la economía como lo hacen los empresarios extranjeros...? Ese cuento es más largo.
La supuesta "normalización" no tiene nada que ver con la regularización de las condiciones del pueblo cubano de dentro y fuera de la isla. Se trata de la intención del régimen de que los EEUU le brinde legitimación, reconocimiento y la posibilidad de que les ingresen los billetes que andan buscando como locos. Nada de reclamos o cuestionamientos que pongan en peligro su control totalitario del poder.
En fin, que ellos sigan con todo el rejuego indecente que se traen entre manos. Los cubanos de a pie lo que deben prepararse cada día es para sacarlos a patadas del poder y quitarles hasta el último centavo que se han robado descaradamente, además de hacerles pagar en los tribunales todo el sufrimiento y el dolor que han infligido en el medio siglo de dictadura totalitaria.

Normalización entre gobiernos a espaldas del pueblo cubano

Resulta más que obvia la jugada simplona del castrismo. La sobrevivencia del régimen a toda costa es lo único que les interesa. No responden a ideologías, sino a la lógica de no soltar el control del poder. De ahí que ocurran situaciones como la de estos días, donde se escucha al cónsul cubano en Miami invitando a los exiliados a invertir en Cuba, y sugiriéndoles que compren casas y disfruten de sus jubilaciones en la isla, por supuesto, llevando la chequera del Medicare.
Para la Casa Blanca el propósito es diferente y también muy claro. Su prioridad es la estabilidad en Cuba, por encima de la libertad del pueblo cubano. Pensar otra cosa es dejarse engañar inocentemente.
La muerte de Chávez ha dejado a los Castro muy mal parados. Se sustentan del subsidio multimillonario que reciben de Venezuela, pues las remesas representan una entrada de dólares importante pero no es la principal. El nuevo gobernante del chavismo, Nicolás Maduro, no ofrece garantías y la tiene difícil al frente del poder. Su falta de liderazgo e ilegitimidad conllevan a que pueda terminar siendo derrocado. No obstante, aunque no sea así, la economía venezolana está en franco colapso y con tendencia a empeorar, por lo que de una u otra manera la carga de Cuba tendrá que ser desengachada, pues el dinero ya no da para sostener ambos regímenes.
Todo ese rejuego de intereses y propósitos, que no repara en los anhelos de libertad y democracia de los cubanos, propicia que se estén dando negociaciones por debajo de la colcha entre el castrismo y el gobierno de EEUU.
Las medidas de los Castro, que permiten mayores facilidades de viajes a los cubanos de ambas orillas, deja sin sentido la Ley de Ajuste Cubano, sin embargo, no será eliminada, pues es un modo de quitarle presión a la dictadura en momentos donde se tambalea. Sin Venezuela, al régimen solo le queda la opción de ser apuntalado de trasmano por los EEUU. Y es que los Castro se están moviendo con la ficha del chantaje a los norteamericanos.
Una Cuba inestable obligaría a los EEUU a intervenir militarmente en la isla, algo que los aterra por el costo politico que les traería. Y es que el descontrol ante un colapso de la dictadura desataría un éxodo masivo desestabilizador de la Florida, en momentos donde se libra una guerra contra el terrorismo. También la inestabilidad en la isla llevaría a la posibilidad de que Cuba sea utilizada como refugio y base operativa del narcotráfico y del terrorismo internacional. O sea, el litoral que comparten Cuba y EEUU se volvería más incontrolable y complejo que la propia frontera de EEUU con México. A los EEUU se le pone la piel de gallina tan solo de pensar en esa situación. No se oponen a un cambio de régimen pero lo desean gradual y ordenado, bajo negociaciones.
Toda esta pelicula demuestra que hasta ahora el pueblo de la isla no es considerado parte protagónica de los acontecimientos que están teniendo lugar. Es hora de que los cubanos de a pie se construyan el futuro con sus propias manos o quedarán excluidos a merced de la voluntad e intereses de terceros.

UNPACU HACE PÚBLICA SU PROPOSICIÓN DE CAMBIO PARA CUBA

 

 

- Desde febrero de 2013, la UNPACU ha unificado a más del 80% de los activistas disidentes pacíficos en Cuba y se ha convertido en la fuerza pacífica disidente más unificada en la historia de la disidencia en Cuba.

- La organización, creada por José Daniel Ferrer en agosto de 2011 desde el Oriente de la isla, ha obtenido en tan sólo 2 años el apoyo y afiliación de casi todos los grandes nombres de la disidencia aún radicados en Cuba.

- Con más de 40 activistas encarcelados en la actualidad por causas políticas y miles de activistas a lo largo y ancho de la isla, la UNPACU lanza un nuevo desafío al gobierno de la isla distribuyendo por toda Cuba el presente manifiesto, tanto en forma de octavillas como en diversos medios informáticos.

- El objetivo de la difusión del manifiesto es lograr la masa social suficiente para conquistar para el pueblo de la isla los derechos humanos, civiles y políticos y el bienestar a través del diálogo de igual a igual, entre todas las tendencias ideológicas, que dé como fruto una verdadera transición y reconciliación nacional.

Al tiempo que el gobierno de Raúl Castro realiza tímidos movimientos de apertura que publicita en sus medios y agencias de prensa en el exterior con el fin de dar visos de un aparente progreso de apertura, en el interior de la isla la represión se recrudece, tal y como es evidente y se deduce del informe mensual emitido hoy mismo por la Comision Cubana De Derechos Humanos y Reconciliacion Nacional (CCDHRN), única Organización de Derechos Humanos reconocida por la Federación Internacional de los Derechos Humanos, organización creada en 1922 y autora de la primera “Declaración mundial de los derechos humanos” en 1927:

Añadida a esta situación tristemente real, la Federación Internacional de los Derechos Humanos (FIDH), además, en fecha 3 de junio de 2013 emitía una Resolución de Urgencia sobre Cuba en la que manifestaba que «en lo que respecta a los derechos civiles y políticos el panorama no ha mejorado y Cuba pudiera presentar la peor situación a ese respecto en toda América Latina debido a la vulneración de todos y cada uno de los derechos civiles y políticos.»

 

En esta situación de falta de derechos, la UNPACU se ha consolidado como una fuerza presente en toda la isla, con miles de activistas, de acción pacifista y de corte humanista, que aboga por una verdadera transición, dado que la tensión que genera una falsa transición entre el pueblo de la isla y el estatus político está tomando un derrotero que lógicamente habría que reconducir hacia la reconciliación nacional, el diálogo de igual a igual entre todas las tendencias y la creación de una verdadera democracia, y no hacia la tensión y la creación de mayores atropellos de derechos, como ocurre en la actualidad cada día que pasa.

 

Para ello, la UNPACU está formando a cientos de activistas cada mes y logrando, accionando como nunca se había accionado hasta ahora, una masa social que le permita lograr un buen fin a todo este proceso que, lejos de desembocar en una oligarquía de poder -muy común en estados post-dictatoriales-, debería desembocar en una verdadera democracia por y para el pueblo.

 

Para este fin se necesita, evidentemente, la solidaridad de todos, pero diferenciando entre solidaridad e injerencia, de modo que surja del propio pueblo cubano la solución al actual estado de la situación, con la ayuda y solidaridad de todos las personas y países que deseen colaborar, pero lógicamente de un modo altruista y solidario.

 

En este orden de cosas, y dada la necesidad de aportar soluciones y determinar el camino propuesto por la UNPACU, esta organización ha desarrollado un programa que irá desgranando punto por punto en los meses venideros, y que puede ser resumido así:

 


 

MANIFIESTO DE LA UNIÓN PATRIÓTICA DE CUBA (UNPACU)

 

La Unión Patriótica de Cuba (UNPACU) es una organización prodemocrática resultado de la unión de varias otras, y que agrupa a un considerable grupo de cubanos  que deseamos la libertad y el bienestar de nuestra Nación. Estamos trabajando en un programa detallado que publicaremos más adelante. Pero  queremos  que nuestro pueblo conozca desde ahora nuestras ideas centrales sobre cuestiones que nos afectan a todos. Por  eso hemos escrito esta,

 

PROPOSICIÓN DE CAMBIO:

 

   ¡Cuba  para  los cubanos! Es falso que los opositores pacíficos estemos sometidos al extranjero. Queremos una Cuba libre, soberana e independiente. Resulta vergonzoso que en nuestra Patria los extranjeros sean preferidos a los cubanos. Queremos eliminar esa y todo tipo de discriminación. Los

 

 

cubanos debemos recibir a los extranjeros con los brazos abiertos, pero como a iguales, no como a privilegiados. Nadie ha atentado más que los Castro contra la dignidad de nuestro pueblo y el orgullo de ser cubanos.

 

Economía: La economía de Cuba es un desastre; el país ya ni siquiera produce el azúcar necesario. El gobierno quiere dirigirlo y controlarlo todo, y por eso todo anda mal.  El régimen ha convertido a Cuba en una de las naciones más endeudadas del mundo. Todo esto hay que cambiarlo. Hay que  apoyar la iniciativa privada y la inversión extranjera, con un entorno legislativo  justo, objetivo y universal. Esto provocaría la apertura de la economía, la atracción de la inversión, y nuevos mercados. Al crecer la inversión y la actividad productiva, los salarios comenzarían a igualarse con los de los países prósperos del Caribe, creciendo con ellos el consumo interno y, por ende, los precios tenderían a la baja. Debe ponerse fin a la doble moneda. El cubano debe  recibir su salario en la moneda en que se paguen todos los productos y servicios

 

   Alimentación: Los cubanos pasamos serias dificultades con la alimentación en un país fértil y no muy poblado. Eso es una vergüenza. Hacemos nuestras las palabras del discurso de Fidel Castro conocido como La Historia me Absolverá, que son hoy más actuales que nunca: “Los  mercados debieran estar abarrotados de productos; las despensas de las casas debieran estar llenas… Lo inconcebible es que haya hombres que se acuesten con hambre mientras quede una pulgada de tierra sin sembrar”. Y agregamos nosotros: Es abusivo que los precios de los alimentos vendidos en divisas por el gobierno cubano sean más del doble de los que se cobran en países ricos como los de Europa o Estados Unidos e América. Esto debe cambiar. 

 

  Ropa y Calzado: También los precios de los artículos de vestir son enormes. Al igual que pasa con los alimentos y otros productos, esto se debe al monopolio estatal de las tiendas, el cual abusa de los cubanos fijando precios excesivos. Hay que abrir la economía y permitir la libre competencia, lo que haría que la oferta mejorara y que los precios bajasen grandemente.

 

   Vivienda: Una de las falsas promesas del castrismo fue la de resolver el problema de la vivienda. Ha habido planes para fabricar 100.000 al año, pero nunca se han cumplido ni remotamente. Muchos cubanos tienen que vivir en bohíos, casuchas, cuarterías, edificios inhabitables o albergues insalubres; la mayoría de las viviendas están en mal estado. En una misma casa tienen que convivir hasta cuatro generaciones. Hay que abaratar los materiales de construcción, lo que facilitaría que este grave problema comenzara a aliviarse en seguida, y que se resolviera por completo en un plazo razonable.


 

 

En este asunto en UNPACU también estamos de acuerdo con La Historia me Absolverá: “Hay piedra suficiente y brazos de sobra para hacerle a cada familia cubana una vivienda decorosa”.

 

   Agua: Al cabo de más de medio siglo, el gobierno comunista no ha sido capaz de resolver el problema del agua de consumo humano, cuya calidad incluso ha empeorado por la contaminación de aguas albañales, entre otras cosas. Esto se ve en ciudades del interior y en barrios marginales de la capital; también en zonas rurales. Es necesario tomar medidas para resolver este serio problema lo más pronto posible.

 

   Otros Servicios Comunales: La electricidad es cara y son frecuentes los cortes del fluido y el bajo voltaje; la recogida de basura, el alcantarillado y otros servicios presentan problemas agudos. Hay que trabajar para eliminar los apagones y resolver todas estas situaciones negativas en un plazo razonable.

 

 Transportes: El transporte inter-provincial es caro y malo; los ómnibus urbanos casi no existen en el interior de la república y en la capital son pocos. Las calles, caminos y vías férreas están en ruinas. No existe sociedad moderna que desee crecer que no tome como prioridad el transporte y las comunicaciones en todo el territorio. Cuando las comunicaciones y el transporte no son adecuados, el coste de la logística, en muchos casos, supera al del propio producto. Hay que  mejorar el transporte y las vías.

 

   Empleo e Industrialización: Al llegar al poder, los castristas prometieron industrializar rápidamente el país. Esto no sólo no se cumplió, sino que el régimen ha desmontado en masa las industrias, como en el caso de la azucarera. Favorecer la inversión extranjera y la libre empresa permitiría la creación de cientos de miles de nuevos puestos de trabajo, así como cambiar el perfil productivo del país, que además de significarse en las materias primas agrícolas, debería tener una industria local fuerte que permita el abastecimiento de la nación de productos de cierto valor añadido y así evitar la constante importación de mercancías extranjeras vía aérea o marítima, que provocan alza de precios, tanto por costes como por escasez. Los salarios deben cubrir las necesidades básicas del trabajador y su familia. También hace falta eliminar la inseguridad laboral y el despojo de dinero que sufren los trabajadores de las empresas mixtas. El mercado negro resultante de “resolver” es algo que perjudica a todos, ya que no es precisamente el mercado negro el que hace crecer a los países, sino todo lo contrario, genera desprotección jurídica, falta de calidad, corrupción y falta de productividad.

 

   Agricultura: Debe realizarse una verdadera reforma agraria, que respete las fincas privadas hoy existentes y que esté basada en el principio de que quien trabaje la tierra sea su propietario y pueda actuar como tal, determinando qué produce, a quién le vende y a qué precio. Esa Reforma Agraria deberá eliminar definitivamente de Cuba el latifundio, que hoy en día es estatal. El proceso de unificar intereses de muchos productores en cooperativas que abaraten y concentren los procesos industriales o de maquinaria, la creación de las denominaciones de origen para dar más valor a los productos “únicos” en calidad, y, en general, dotar a los productos con un proceso de marketing adecuado, unido a la apertura de mercados de exportación, sin duda creará una amplia entrada de divisas al país.

 

   Educación: El Estado debe seguir brindando educación gratis para todos. Pero deben eliminarse el adoctrinamiento político comunista y el trabajo forzoso de los alumnos. Debe inculcarse en el cubano del siglo XXI el espíritu crítico, constructivo, creativo, de superación; precisamente contrario a la mediocridad que genera el sistema actual.. Para quienes lo deseen, deben permitirse centros de estudios particulares, incluyendo los de carácter religioso. Hay que restablecer la autonomía universitaria y la libertad de cátedra.

 


 

 

   Salud Pública: Es necesario que se mantenga la atención médica gratis para todos, pero elevando su calidad. Deben autorizarse las consultas privadas para quienes lo deseen. La mayor parte del personal de la salud debe prestar sus servicios en Cuba, y no en las llamadas “misiones internacionalistas”, como sucede hoy en detrimento del nacional. La deficiente alimentación atenta contra la salud. Actualmente tenemos serios problemas  con  medicamentos, instrumentos y atención médica de auténtica calidad.

 

   Cultura: Es necesario impulsar el desarrollo de la cultura, y librarla del control estatal y del lastre que para ella representa la carga del adoctrinamiento comunista. El arte debe ser la libre expresión del hombre. No hay que temer a los cambios que provoque el arte, sino a quien coacciona, amedrenta o coarta al arte.

 

   Periodismo: Cualquier sociedad civilizada sabe que el periodismo ha ganado muchas batallas para liberar a sociedades enteras del yugo de la mentira y del secretismo. Quien teme al periodismo libre, es porque teme que sus propias acciones no puedan ser divulgadas y difundidas sin provocar la ira o la indignación del pueblo. Todo gobierno de una Cuba democrática debe estar preparado para convivir con la libertad de prensa. Hoy en día no existe prensa en Cuba, sino un aparato de propaganda que tergiversa la realidad, miente y manipula.

 

 Internet: La red de redes es prioritaria para  los gobiernos de  los países civilizados. Las naciones democráticas fomentan el acceso de los ciudadanos a la Internet. Los cubanos carecemos de libre y justo acceso a Internet. Solo podemos tener acceso en unos pocos hoteles, mediante tarjeta cuyo coste asciende a 8  o 6 cuc cada hora y la conexión de pésima calidad. En Europa, por el valor de 25 cuc, accede una familia entera todo un mes. La Internet es de vital importancia para las sociedades modernas, no puede haber desarrollo sin libre acceso a la red de redes. Los cubanos debemos tener libre acceso a Internet con  calidad y costo justo.

 

   Comunicaciones: Cuba está prácticamente aislada del resto del mundo por el alto costo que el monopolio estatal Empresa de  Telecomunicaciones de Cuba, Sociedad Anónima (ETECSA) impone a las llamadas telefónicas. La telefonía celular no está al alcance del bolsillo de quienes sobreviven con míseros salarios. Tarifas justas beneficiarían al pueblo y reportarían mayores ingresos a la nación.

 

   Deportes y Recreación: Hace años se lograron grandes éxitos deportivos, pero esa época pasó, como lo prueban las últimas Olimpiadas, el reciente Clásico Mundial de Béisbol y otros torneos internacionales. Hace falta revivir el deporte cubano mediante la práctica masiva, permitiendo que los atletas que lo deseen puedan convertirse en profesionales y reconociendo a los que viven fuera del país el derecho a representar a Cuba en competencias internacionales, como sucede en el resto del mundo. Las pocas opciones de recreación que existen hoy deben ampliarse y crearse otras nuevas sin exacerbar las intoxicaciones etílicas o la violencia, en especial para los jóvenes.

 

   Grupos de Edades Vulnerables: Sentimos especial preocupación por nuestros niños y ancianos. Los primeros carecen por completo de perspectivas de futuro; los segundos ven, ya al final de su camino, que todos sus esfuerzos en la vida han resultado vanos y que el actual régimen sólo les garantiza pensiones de hambre. Eso hay que cambiarlo.

 

   Propiedad: Los comunistas dicen que los que se les oponen desean devolver todas las propiedades a sus antiguos dueños. Eso es mentira. Los que han sido declarados propietarios de su vivienda o finca deben seguir siendo los dueños de ellas y no debe pensarse en hacerles pagar alquiler alguno. Por el contrario, hay que convertirles en verdaderos propietarios que no tengan que pedir permiso a las autoridades para decidir qué hacer con su propiedad o con lo que produzcan en ella (como sucede hoy con los campesinos particulares). Cuba debe ser un país de propietarios y productores libres. En


 

 

cuanto a los antiguos dueños, debe reconocerse que fueron víctimas de un abuso y buscar como indemnizarlos de un modo justo que no afecte el futuro desarrollo ni cree nuevas injusticias.

 

   Derechos Humanos: En Cuba actualmente se violan en mayor o menor medida todos los derechos humanos reconocidos por la ONU. El gobierno debe respetar los derechos de los ciudadanos. Por ejemplo: que nadie sufra discriminación por motivos de raza, sexo, opiniones políticas u otros que atenten contra la dignidad humana; que los cubanos del interior puedan viajar a La Habana sin ser perseguidos; que no haya que hacer pagos en dólares al gobierno para viajar al extranjero o para que los cubanos residentes en el exterior visiten su Patria; que el gobierno no siga considerándose con potestad para prohibir los viajes internacionales de algunos cubanos; que la policía y los guardias de prisiones no maltraten y abusen a los presos; que todos puedan decir lo que piensen, incluso contra el gobierno, sin temor a ir a la cárcel, etc., etc.

 

   Democracia: Deben respetarse las libertades civiles, económicas, políticas, sociales y culturales. Debe haber órganos de prensa independientes, para que todos puedan expresar lo que sienten. Los ciudadanos deben tener libre acceso a la información, incluyendo internet. En las elecciones, el pueblo debe poder escoger entre diferentes candidatos que pertenezcan a partidos políticos distintos, a diferencia de lo que sucede con las votaciones actuales. La separación de los poderes, además del pluripartidismo, es fundamental, pues ya desde hace siglos se detectó el claro beneficio de la separación de los poderes ejecutivo, legislativo y judicial en el control para evitar la corrupción y los abusos.

 

   Orden Interno: Muy preocupante resultan el alza de la criminalidad: los asesinatos, la violencia, los robos, la corrupción, y sobre todo el mal trabajo de las autoridades encargadas. La policía debe cumplir con la misión que tiene este cuerpo en todo el mundo civilizado: proteger y servir a la ciudadanía. La policía en Cuba hace todo lo contrario, en vez de velar por el respeto a los derechos de las personas, los viola constantemente. Los policías también ganarían mucho con la democratización de nuestra Patria, no tendrían que molestar ni perseguir a nadie por sus ideas, tendrían mejores condiciones de trabajo y mejorarían sus condiciones de vida.

 

   Defensa Nacional: La defensa de la nación es de vital importancia, esa es la principal tarea del ejército. Además el ejército debe estar siempre listo para enfrentar debidamente desastres naturales y proteger nuestras costas del narcotráfico internacional. El ejército debe tener la dimensión que nuestras necesidades y nuestra economía exigen y permiten. La misión de las fuerzas armadas es defender la Patria, no servir a un partido político. La democratización de la nación daría lugar a que las fuerzas armadas se modernizaran, cumplirían mejor su rol y sus miembros, hasta el último soldado, tendrían  mejores condiciones de vida y derechos y libertades que hoy no poseen.

 

   Religión: En Cuba hay hoy libertad de culto, pero no de religión. Hace falta subsanar esta situación y eliminar la discriminación que de hecho existe contra los creyentes. También que todas las denominaciones religiosas puedan construir nuevos locales para sus actividades.

 

   Medio Ambiente: Es necesario mejorar el medio ambiente, luchando contra las afectaciones que existen hoy como consecuencia de las malas políticas del régimen. Los cubanos tenemos derecho a un desarrollo sostenido y sostenible. Debe hacerse cumplir todas las legislaciones nacionales e internacionales al respecto.

LA VÍA PARA EL CAMBIO [escrito para el pueblo cubano que recibe el documento]:

 


 

 

Cubano: es posible que estés de acuerdo con todo o mucho de lo que aquí se dice, pero te preguntes qué podemos hacer para lograrlo sin que se derrame sangre cubana. Para empezar, decimos: podemos hacer lo mismo que se hizo en los antiguos países socialistas de Europa. Podemos comenzar diciendo “YO NO”. YO NO chivateo, NO voto a favor de los candidatos comunistas, NO asisto a las reuniones y marchas que convoca el gobierno, NO participo en actos de repudio. Pero además de decir NO a todo lo que se debe, te exhortamos a que te acerques a quienes de forma organizada, única manera de lograr el cambio, luchamos por tus derechos. La UNPACU te espera para construir juntos la Cuba que todos deseamos, la Cuba libre, justa y próspera que debemos dejar a las futuras generaciones.

 

Nota: cuando termines de leer este escrito, ¡por favor, no lo botes ni lo guardes! Pásalo a un familiar, amigo o vecino. Si tienes la posibilidad, haz y distribuye un par de copias; ten presente que en ningún país del mundo (¡ni siquiera en Cuba!) es delito reproducir  un escrito en el que sólo se dan opiniones sobre la posibilidad de un cambio pacífico para beneficio de todos.
